01| Add the Noise

Open a new document in the size you want, preferably bigger than what you want for the final product for there is going to be cropping. Go to Filter>Add Noise with the below settings.

And this is what you should get:

02| Motion Blur and Wind

Got to Filter> Motion Blur and adjust the slider in the pop-up window until you see something like this:

Now go to to Filter>Stylize>Wind, with the bewlow settings:

Now repeat the step above, with the exception being the wind from the opposite direction.

03| poster edges

Go to Filter>Artistic>Poster Edges after cropping the center part of the image, with the below settings:

This is what you should see:

04| The Final Touchup

Now Ctrl+U, with the following settings and the colorize box checked:

This is what you should see:
