:: Glittering Stars ::
First use the gradient tool to create a night sky, with the lighter blue at the bottom. It would look something like the picture below:

:: Adding The Stars ::
Create a new layer and paint a starfield using white on this new layer. I used a starfield brush from Hybrid Genesis in my example.

:: Twinkle Twinkle...
The next step is to ctrl-click the layer with stars in the layers palette and you would see the stars glitter! You can't see it clearly here, but do try it out!
